2005 Resolutions

Shortly after each Annual Conference, the Board creates an implementation work plan concerning all resolutions that were either approved in principle or approved as amended. The Board prioritizes each of those resolutions into 4 categories. The CDCBA Lobbyist implements the legislative program with valuable assistance from volunteers according to the Board's work plan.

• Category 1 Resolutions are the top priority of the CDCBA. The CDCBA Lobbyist actively seeks a legislator to author and sponsor the legislation. The CDCBA Lobbyist actively monitors the progress of the legislation, serves as the primary spokesperson for these resolutions, and regularly reports on that progress to the CDCBA Board. The CDCBA Lobbyist may request assistance from the proponent organizations and authors throughout the legislative process.
• Category 2 Resolutions are the secondary priority of the CDCBA. The CDCBA Lobbyist will not actively seek a legislator to author and sponsor the legislation, but may work closely with proponent organizations and authors to assist them in locating a legislator to author and sponsor the legislation. If a legislative author or sponsor is located, the CDCBA Lobbyist may take an active role in lobbying the legislation and will then regularly report on the progress to the CDCBA Board. The CDCBA Lobbyist may request assistance from the proponent organizations and authors throughout the legislative process.
• Category 3 Resolutions are returned to the proponent organization for lobbying. The CDCBA and its Lobbyist will not take an active role in lobbying these resolutions unless the proponent organization locates a legislative author and sponsor and then requests further assistance from the Board.
• Category 4 Resolutions are returned to the proponent because the Board concludes that they will require substantial work and re-writing.
• Resolutions which are non-legislative are sent to the appropriate agency and CDCBA works with such agencies to fashion the appropriate remedy.
